Americans Want Donald Trump to Focus on Health Care, Negotiate with Democrats

A majority of American voters, including likely 2026 swing voters, believe negotiating with congressional Democrats to prevent health care price increases should be a larger priority for Donald Trump than his recent actions to send the National Guard into U.S. cities or involve the United States in conflict in Venezuela.
The data, conducted by Blue Rose Research for Senate Majority PAC, found broad opposition to Trump and Republicans’ refusal to work with Democrats to extend the Affordable Care Act tax credits.
When presented with multiple Trump priorities, including sending in the National Guard to U.S. cities, freezing federal infrastructure funding, and launching strikes on Venezuelan boats, two-thirds of voters overall said lowering health care costs should instead be the priority.
When asked whether to address health care costs or send the American military to U.S. cities, 66% of swing voters said they’d prefer Trump focus on health care. Similarly, 68% of swing voters said health care costs should be a bigger priority for the president than launching military attacks against Venezuelan boats.
Trump’s decision to retaliate against Democrats by freezing federal infrastructure spending is also uniformly unpopular – with 69% of swing voters saying Trump’s priority should instead be working with Democrats to reopen the government and lower health care costs.
“Voters have consistently blamed Republicans for shutting down the government, and now they are resoundingly saying Donald Trump’s agenda should take an immediate backseat to working with Democrats to address health care costs,” said Senate Majority PAC Spokesperson Lauren French. “If Donald Trump wants to maintain his reputation as a dealmaker, now is the time to abandon congressional Republicans who are increasingly on the opposite side of the American voter and end the GOP shutdown by addressing health care costs.”
Voters remain largely aligned with Democrats’ efforts to prevent devastating health care price increases for 22 million Americans who rely on tax offsets to afford health care through ACA exchanges. Mirroring dozens of independent and public polls, the survey found that voters overwhelmingly oppose passing the Republican budget bill as-is, without a deal to keep down the cost of health insurance premiums.
Throughout the Republican government shutdown, Americans have repeatedly expressed their desire for Trump and the GOP to negotiate with Democrats, blaming Republicans for shutting down the government and saying addressing the expiring premium tax credits is more important than avoiding a protracted government shutdown.
This survey was conducted by Blue Rose Research between October 7 to 12, based on 4,931 responses collected nationally. Results are modeled on a representative sample of the national voter file, weighted to likely 2026 voters. The margin of error is ±1.6pp for the full sample.

A majority of voters want Trump and Republicans to negotiate with Democrats to keep the costs of healthcare premiums.
  • 58% of voters believe that Trump and Republicans should cut a deal with Democrats to lower health care costs, compared to only 23% of voters who say Democrats should pass the Republican budget bill as-is.
  • 63% of voters believe the GOP should negotiate with Democrats, while only 19% think the GOP should hold firm.
Two-thirds of voters believe President Trump should prioritize lowering the cost of healthcare premiums and restoring Medicaid for families at risk of losing coverage when asked against other priorities.
  • When paired against three other recent priorities of Trump’s – sending in the National Guard to U.S. cities, freezing federal infrastructure funding, and launching strikes on Venezuelan boats – two-thirds of voters choose lowering health care costs.
  • Trump 2024 voters think say his priority should be lowering health care costs over launching military strikes (42/36).
Voters agree most strongly with statements saying that the GOP should negotiate with Democrats to lower health insurance premiums.
  • By a +55pp margin, voters believe that President Trump should “negotiate with Democrats in Congress to reach a deal that keeps down the costs of health insurance premiums.”
    • 72% agree with this statement, while 17% disagree.
  • Only 26% of voters agree that Republicans should refuse to negotiate with Democrats, while 60% disagree – a net -34pp margin.
